Roof insulation is the best value-for-money energy renovation there is — and in Wallonia the only one exempt from the compulsory prior audit. It is also the only item still opening the door to a federal 30% tax reduction, but only for residents of the Walloon Region: capped at €4,120 for expenses paid in 2026. In Flanders the roof grant has been restricted since 1 March 2026 to income categories 3 and 4. In Brussels, only 6% VAT and municipal grants remain.
Why you start with the roof
In an uninsulated house the roof is by far the biggest source of heat loss: warm air rises, and that is where it escapes. It is also the cheapest work per square metre and the least invasive — often doable without moving out, without a planning permit and without touching the façade.
That is why all three regions treat it as the gateway to renovation: when a scheme tightens, roof insulation is usually the last thing to go. In Wallonia it is even explicitly the only item exempt from the prior home energy audit.
The 30% tax reduction: for Walloon residents only
This is the least known benefit of the whole system, and it comes from the federal level. The Belgian tax administration grants a 30% tax reduction on roof insulation expenses — but with a condition that surprises many people: you must be domiciled in the Walloon Region on 1 January of the tax year. Residents of Brussels and Flanders are not entitled to it.

A Walloon insulating their roof can stack three benefits on the same job: the regional Prime Habitation, the federal 30% tax reduction and 6% VAT (home older than ten years). It is the only renovation item where all three combine — and a large part of the reason to start there.
An important detail: the insulated home does not have to be your main residence. You can rent it out, and it can even sit in another region or abroad — what counts is your tax domicile on 1 January, not the building's location.
Wallonia: €20/m² base, no prior audit
The Prime Habitation for roof insulation starts from a base amount of €20/m², multiplied by the coefficient of your income category:

Those per-square-metre figures look generous: in practice they are crushed by the cap. The grant can never exceed 70% of the invoice including VAT (R1 and R2) or 50% (R3 and R4). In the vast majority of files it is that cap, not the per-m² amount, that determines what you actually receive.
⚠️ Two things not to miss in Wallonia. First, roof and attic insulation is the only item exempt from the prior home energy audit since 14 February 2025 — a real saving in time and budget. Second, the current scheme closes on 30 September 2026: every application, final invoice included, must be submitted before that date.
Flanders: categories 3 and 4 only since March 2026
The Flemish tightening of 1 March 2026 hit insulation head-on. The roof grant under Mijn VerbouwPremie is now open to only two groups:
- Category 3 (middle incomes): 35% of the invoice, capped at €4,025;
- Category 4 (lowest incomes) or landlords going through a social housing agency: 50% of the invoice, capped at €5,750.
For categories 1 and 2, as well as for investors in single-family homes, flats and non-residential buildings, the insulation grant has simply disappeared. All they have left is the heat pump and the heat pump water heater.
The technical conditions are unchanged: Rd ≥ 4.5 m²K/W for the insulating layer, works carried out by a registered contractor, and an invoice of at least €1,000.
Brussels: no regional grant left
In Brussels the Renolution grants have been suspended since 1 January 2025 and the official portal confirms that no decision has been taken on a replacement. In practice, to insulate a Brussels roof in 2026 you are left with:
- 6% VAT for a home older than ten years (renovation regime);
- municipal grants, which vary widely between municipalities and have become the main direct support;
- the ECORENO credit from the Housing Fund, relaunched on 1 January 2026 at a reduced income-based rate;
- free guidance from Homegrade.
Note: the federal 30% tax reduction does not apply to Brussels residents. On this specific item, that is the sharpest gap between the regions.
The technical choices that drive the grant
Two parameters govern eligibility, and they recur in every region.
Thermal resistance R
This is the insulation's ability to slow heat transfer, expressed in m²K/W. The higher the better. Thresholds differ: R ≥ 2.5 for the federal tax reduction, Rd ≥ 4.5 for the Flemish grant. Aim for the strictest threshold that applies to you — in practice, going beyond the minimum costs little at installation and pays for itself on the bill.
Pitched roof or flat roof
On a pitched roof, insulation is usually placed between and under the rafters (from inside): that is the cheapest solution. Fitting it externally, as a sarking layer, performs markedly better but means stripping the roof covering — only worth considering if the roof has to be redone anyway.
On a flat roof, the rule is to place the insulation above the deck (warm roof) and never below: a badly designed cold roof creates condensation that damages the structure.

Walloon resident: this is the best renovation case available in Belgium today — three stackable benefits, no prior audit, a straightforward job. The only issue is the calendar: the scheme closes on 30 September 2026.
Flemish resident in category 3 or 4: the grant remains substantial (up to €5,750) and covers half the invoice. Above all, check the Rd value on the quote.
Flemish resident in category 1 or 2, or Brussels resident: there is no grant left. The calculation becomes purely energetic — and it still holds up, because roof insulation pays for itself on the heating bill alone. Do not drop the job for lack of a grant: drop the idea of waiting for a grant that is not coming.
